Low-Income Home Energy Assistance Program (LIHEAP)

If you’re having trouble paying your heating bill, the Low-Income Home Energy Assistance Program (LIHEAP) may be able to help. LIHEAP is administered by the New Mexico Human Services Department and offers assistance with winter heating bills for income-qualifying New Mexico residents.

Tribal Land Residents
For our customers who live on tribal lands and pueblos, please click here for information on applying for LIHEAP. Applications are accepted October 1st through August 31st, as long as funds are available.

Here is how to apply:

1. Visit a New Mexico Human Services office or visit the YesNM Portal.
There are 40 offices across the state. To find a New Mexico Human Services office near you, click here. Or, call New Mexico Human Service Customer Service, toll free, at 1-800-283-4465.

2. Fill out a LIHEAP application and take it with you when you go to your local Human Service office. Please do not mail your application to Human Services main office or New Mexico Gas Company. It must be taken in person or faxed to your local Human Services office.

To download and print a copy of the LIHEAP application form in English, click here. For the LIHEAP application form in Spanish, click here.

3. In addition to a completed and signed LIHEAP application, including Social Security Numbers for everyone applying for assistance, when you apply you will need to bring with you:
Proof of identity of one adult

Proof of non-citizen immigrant status for all applying for help

Proof of disability if you are not receiving disability income

Proof of income for the past 30 days if you are not getting other benefits from HSD, or if you get HSD assistance and your income as changed

Proof of heating expenses, such as a copy of a one-month bill showing your account number.

  • If your highest monthly energy bill in the past 12 months was more than $177, be sure to bring a copy of that bill, too.
  • For crisis LIHEAP assistance* — such as if your utility service has been disconnected or you have received a disconnect notice: Bring a copy of your disconnect notice

*HSD may also be able to provide fast crisis LIHEAP assistance if you are almost out of wood, propane or other bulk fuels

Your account information. New Mexico Gas Company will provide your account information to Human Services only at your request. To make this request, call New Mexico Gas Company at 1-888-NM-GAS-CO (1-888-664-2726).

New Mexico Moratorium

Certain low-income customers who qualify for LIHEAP assistance will not have their natural gas disconnected for nonpayment between November 15 through March 15.

In order to receive this protection, your natural gas bills must be current as of November 15. If you are not current, your protection begins only after you have paid all past due charges or are making payments according to an installment agreement with New Mexico Gas Company. Please note, however, that customers with unpaid balances from last winter are ineligible for moratorium protection.

If you receive a notice that your service is to be disconnected for nonpayment during this period, you must also contact us and provide your proof of LIHEAP eligibility, if necessary.

New Mexico Gas Company and the state Human Services Departments reminds you that you still owe your natural gas bills sent during the winter moratorium period. You are urged to make every effort to continue to pay on your bills to avoid incurring large balances.

Please contact us at 505-697-3335 (Albuquerque Metro) or toll free at 1-888-NM-GAS-CO (1-888-664-2726) if you are having trouble paying your bills and need assistance or if you would like to make payment arrangements.
